Hoa Binh is a Vietnamese chain and is not bad for the price. Located in Nampodong. From Busan Theatre head towards the Pizza Hut near Kukje market. They have a more extensive menu compared to other restaurants. Several types of Pho, several fried Pho, several fried rice dishes, family sets, and rice-paper "wraps".
