South Korea's revised Personal Information Protection Act (개인정보보호법) took effect September 11, introducing punitive fines of up to 10 percent of a company's total revenue for serious data breaches, a sharp jump from the previous 3 percent ceiling. The change follows a string of large-scale breaches across telecom, platform, and financial companies over the past two years.
